Palm Coast Allocates Nearly $350,000 Toward Housing Assistance

During its business meeting on Tuesday, July 21, 2026, the Palm Coast City Council approved the Community Development Block Grant Annual Action Plan. The plan directs nearly $350,000 toward programs that will help eligible residents repair their homes and purchase their first homes.

The City expects to receive $481,889 in Community Development Block Grant funding from the U.S. Department of Housing and Urban Development. The approved plan includes $299,606 for owner-occupied home rehabilitation and an additional $50,000 for the First-Time Homebuyer Program.

The City’s 2025–2029 Consolidated Action Plan establishes an annual program budget of $100,000 for first-time homebuyer assistance. Because $50,000 remained from prior-year funding, this year’s additional $50,000 allocation fully funds the program while making responsible use of available resources.

Assistance is based on household income. Eligible households at or below 30% of Area Median Income may receive up to $35,000. Households at or below 50% may receive up to $25,000, while households at or below 80% may receive up to $10,000. Based on these award levels and applicant eligibility, the City expects to assist approximately three to 10 households annually.

The plan also provides $299,606 for the City’s Housing Rehabilitation Program, which helps eligible homeowners complete necessary repairs to owner-occupied properties. Eligible homeowners may receive up to $80,000, with individual awards typically averaging between $40,000 and $65,000 depending on the home’s condition and the scope of eligible repairs. The program typically assists approximately six to 10 homeowners annually, depending on project costs and available funding.

An additional $37,283 will support eligible public-service grants, while $35,000 will assist income-qualified participants in the City’s summer-camp program. Participants receiving CDBG-funded assistance must meet HUD’s low- to moderate-income eligibility requirements. The remaining $60,000 will support required federal planning, administration, monitoring and program compliance.

“Safe, stable housing can have a lasting impact on a family’s quality of life,” said Jacqueline Gonzalez, Site Development Coordinator I. “Through these programs, we can help eligible residents take an important step toward homeownership while also assisting current homeowners with repairs that protect their homes and allow them to remain there safely.”
