The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Business Meeting on Tuesday, September 16, at 9 a.m. will be as follows:
Proclamations
The following proclamations will be presented:
- The City Administration will proclaim September 15 to October 15, 2025 as Hispanic Heritage Month.
- The City Administration will proclaim September 22-26, 2025 as Stormwater Awareness Week.
- The City Administration will proclaim October 2025 as “Raise the Pink Flag with the Pink Army” Month in Support of Breast Cancer Awareness.
Minutes
The following minutes will be approved:
- September 2, 2025, Business Meeting
- September 9, 2025, Workshop Meeting
- September 10, 2025, Budget Meeting
Ordinances First Read
The following ordinance will be presented:
- The City Attorney will present ORDINANCE 2025-XX Amending Chapter 42, Creating Section 42-7 of the Code of Ordinances Providing for the Use and Operation of Bicycles and Electric Powered Cycles.
Resolutions
The following resolution items will be presented:
- The Community Development Department will present resolution 2025-XX approving residential site development, residential stormwater review, and inspection fees.
- The Parks and Recreation Department will present resolution 2025-XX for the administration of the Cultural Arts Grant Program.
Consent
The following consent items will be presented:
- The Stormwater and Engineering Department will present resolution 2025-XX, which approves City Manager authorization to execute the agreement for the YMCA recreation center appropriation.
- The Utility Department will present resolution 2025-XX, which approves piggybacking a Volusia County contract with Ferguson Waterworks to purchase plumbing supplies.
- The Utility Department will present resolution 2025-XX, which approves piggybacking a contract between the City of Boynton Beach and Fortiline, Inc., to purchase brass fittings and accessories.
- The Utility Department will present resolution 2025-XX, which approves piggybacking a contract between the City of Boynton Beach and Fortiline, Inc., to purchase pipe fittings and accessories.
- The Fire Department will present resolution 2025-XX, which approves an interlocal agreement between Flagler County and the City of Palm Coast related to CAD software maintenance.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
